Abstract : The subject of the study concentrates and focuses on two main axis. They are: the offered services by the municipality councils in Makkah Almukramah which aimed at citizens and nation favors and its role in the regional development. This study aims at studying the obstacles that faces municipality councils in Makkah area . The researcher depends on the descriptive and analytical curricula and approach in this study. He depends on many of quantitative , statistics and cartography styles and systems which extracted by using computer programs. Such as (Arc Gis) program for maps extraction and (SPSS) analytical statistical program for data analyzing and drawing them into graphs. The study findings showed that there are many obstacles that faces municipality councils in Makkah Almukramah such as: financial and administrative independence. It also showed the limitations of municipality councils specializations and the works it does, there's no doubt that obstacles the regional development movement. This study recommends to enlarge in the powers municipality councils in order to collect and achieve all the requirements of citizens, to keep pace with the age requirements, to apply the real cooperation for civilized community and private sector in transparency framework, to achieve great developmental percentages, to employ the best available resources and to provide the best health and environmental conditions.The study also recommends to provide municipality councils with financial and human possibilities which make municipality council as a good level that does the required role.
