Abstract : The study aimed to identify the role of knowledge in its two dimensions (tacit knowledge, explicit knowledge), and the legal authority of both dimensions (directing authority, controlling and monitoring authority) in decision-making process of employees in Jeddah Municipality. The study used the descriptive analytical method. A simple random sample had taken from the study population that consist of (2486) employees. The questionnaire is designed as a data collection tool, it has been distributed to (333) employees at Jeddah Municipality. Several results have been reached, most importantly: The degree of knowledge practice in Jeddah Municipality has been high, and explicit knowledge applied to a higher degree than tacit knowledge. The degree of practicing legal authority was high, the directing authority surpassed the controlling and monitoring authority. The level of decision-making process in Jeddah Municipality was moderate. There is a statistically significant impact of tacit and explicit knowledge on decision-making process. There is a statistically significant impact of the legal authority on decision-making process. In light of the results reached, the study recommended various pieces of advice, mainly: the importance of revealing employees' implicit knowledge and developing the cognitive skills of employees through training courses. When applying the motivation system, managers need to pay attention to motivate employees to work efficiently and accomplish their tasks. Management should work to establish accurate standards to measure the actual performance of employees, as well as, the necessity of the management to evaluate the results of staff performance periodically. Lastly, relying on the use of knowledge in the decision-making process for quality.
