Abstract : The purpose of this paper is to suggest a scientific method to evaluate the performance of Western Substation Projects Division (WSPD) in Transmission National Grid Company in western region of Saudi Arabia. Because, the current measurement system of WSPD, depending on the individual personality of mangers and lack of scientific procedures to evaluate its performance. The methodology which was used to achieve the main goal of this thesis is a combination of balanced scorecard (BSC) and analytical hierarchy process (AHP) for evaluating performance of the (WSPD). The BSC method is used to provide important opportunities for evaluating WSPD performance by building a balance between financial and non-financial performance measures, The BSC framework is formed by creating new strategic objectives for WSPD, and distributing them amongst of the four perspectives of BSC (Financial, customer, business process and learning and growth). “Mission Expert Software” was employed to create the mission statement for the WSPD. AHP approach was applied on the developed BSC framework. The AHP is used to rank/priorities each BSC perspective/strategic goals by calculating their weights. This is in order to find out which BSC perspective/ strategic objective is more important than other. So, the mangers will focus on the most important BSC perspectives/strategic goals. The survey and the questionnaire form have been designed and distributed amongst division managers and expert employees in WSPD; the collected data was analyzed by using “Super Decision Software” to calculate the weights of BSC perspective/ strategic goals. In addition to of the main thesis findings, AHP can be considered as an appropriate technique and better tool that prioritizes BSC perspectives and WSPD’s strategic goals and the combining of BSC and AHP approach is recommended to be an efficient tool to evaluate the performance of WSPD.
